Ji Kang, regarded as the city's captain of the Jin Dynasty in Jinyang, had a great reputation among his people. After he became a government official, his benevolent policies were praised highly by the people, with the county and state officials thus recommending him to the emperor. At the time, Emperor Huan was serving as prime minister and, upon hearing Ji Kang's name, he said to the emperor that there was a talented man named Ji Kang who should be selected. The emperor issued an imperial edict, summoning Ji Kang to serve as a junior courtier and treating him with great respect. Ji Kang, however, declined the offer, saying that he had committed a crime and was unworthy of such an honor. He was then appointed as an attending official for the outer quarters and served as a cavalryman. He was also given a gift of 100 hectares of farmland. At the time, there were more than 50 states in Nanzhong, and all shared the same peaceful existence -- there were no lost property cases, no thieves, no dogs that barked incessantly, and everyone was engaged in farming and reading. There were also some incredible phenomena, such as people with yellow hair and long wings flying together in groups of tens. During the reign of Emperor An, a group of people from the Qiang tribe came to surrender. These people said, "We want to work from dawn to dusk and eat meat every day." The people with yellow hair laughed and said, "I have yellow hair, what does that have to do with you? Why do you say that?" The people thus became a portion of the village and learned to live there like everyone else. It is unknown as to exactly when this village was founded.
